Desperately need Cyrillic Fonts with homophonic keyboard

Does anybody know the best solution for obtaining the following keyboard/font setup?  We used to have Cyrillic Starter Kit but it's now not compatible with our school's operating system and network requirements.  We tried KU's program but not all the keys are the same and it's not as user-friendly as Cyrillic Starter Kit.  Any help would be greatly appreciated! Todd.
