joint graduate programs in Russian and engineering

Dear colleagues, I have a student double-majoring in Physics and Russian who has decided that he wants to pursue a degree that will prepare him to work for oil and gas companies in Russia.  He's looking for joint masters programs in engineering and Russian or something similar.  Do any of you have any advice?
