Here are a few, alphabetized by title. [Bracketed titles] are my 
translations; where Russian and English titles are separated by slashes, 
they both appear on the book's title page. My favorites are marked with 
asterisks at left.

Keep in mind that the vast resources of the Internet outstrip any paper 
dictionary. A good dictionary aggregator is 
<http://translate.academic.ru/>; you can also get definitions and 
explanations by selecting "толкования" instead of "переводы."

Grammar-School Students], by V. S. Sereda et al. Minsk: Narodnaya 
asveta, 1989. Basic explanations of several hundred terms.

Note also the journal Закон. Журнал для деловых людей [Law: Journal for 
Businessmen]. Monthly 70- to 100-page legal supplement to newspaper 
Izvestia. Included business-oriented statutes, some abridged, 
commentaries and analysis by legal experts, and a monthly contribution 
by a U.S. jurist. I don't know if this one is still going, but it was 
great stuff in the mid-90s.
