Character Set Problems

The message I see, incidentally, reads:

The following text is in the "iso-8859-1" character set.
Your display is set for the "US-ASCII" character set.
Some characters may be displayed incorrectly.

---

I take this to mean that that the message was composed in a Unix character
set (more typical these days of University users who telnet or dial in to
a Unix server)  and is being displayed in a Windows environment.
Generally problems would only arise in regard to characters out of the
range 000-127.
