SIL mentions this as a problem with their own fonts.  The explanation is
that the Microsoft(-Apple?) technology that scales TrueType fonts for the
relatively low resolution of the display screen is not open and so they
can't use it without licensing it.  In printers this is apparently not a
problem, so there you get smooth scaling at all point sizes.
