I don't think it could be cognate with the Mississippi Valley Siouan declarative marker, *-re (Dak. -ye, as in yelo, etc.).  As I recall from Sara's comparative paper on that, it's a MVS feature.  Outside of MVS, both Biloxi and Mandan have gendered grammer, but it's different.  Crow and Hidatsa seem to have lost it entirely.
