Yes, it means 'Dirty Water People'. It's found as the name for that  
tribe in at least seven different Algonquian languages.

'Winnepeg' is of course the same construction, presumably from Cree.

As for what 'H' signifies, I would just wait til a cognate labeled 'H'  
turns up, then check what language it matches.
