That depends heavily on the first and second languages. E.g., Dutch -> German
will be a lot faster than Dutch -> Arabic.

I've seen citations that Esperanto is many times faster as L2 than other
oral/written languages; more so for Romance or Germanic speakers than for
others, but significantly so even for Turkish or Chinese speakers. For more
precise pointers, ask on soc.culture.esperanto... but suspect that this isn't
really what you're looking for!
