The Road to Fluency

I believe Mike Kemp did a presentation along that line at the last
NAD/ASLTA meeting in San Antonio.  It was based on the Military's program
(from out California way).  The idea is that the more different the
language and culture from your own, the longer it takes.  So the "rules"
switch depending on each individual's L1 & L2.
