Deaf kid in Tibet: can anyone help?

First, I should just say that I'm totally ignorant of Deaf culture and
all systems of deaf education.  But I am subscribed to this list and I
noticed there seems to be an educational program in Tibet, so I
thought I should forward it to you.

There's apparently a "Tibetan Sign Language" that's been formally
developed by Deaf Tibetans since 2001, with education programs,
including at a "Lhasa Special School".  Curiously, that seems to be
the same institution as the "Jatson Chumig" school you described in
your letter.  Is it possible he just needs to be transferred into
another program at the same school (that perhaps you weren't aware
of)?

In any case, I suggest contacting the "Handicap International"
organization which seems to be sponsoring the program.  You can e-mail
their director for China at director at handicap-int.org.cn
