Here is another paper by Elena Pizzuto, in 2007, with lots of SignWriting in it - it also has an interesting bibliography, where the paper you are seeking is mentioned -




Plus, I found the proceedings of a workshop, that appears to have the paper you are seeking...I am not sure...
