…following SignSpelling Guideline 5 (below), does not need a Surface Contact Symbol, since there is no contact. It is clear, without the Surface Symbol, that the right hand is above the left hand:




There are different ways to interpret the movement in this sign. It could be considered a curve to the mouth, but the writer chose two short straight movements and I bet that is the way it is signed in day to day communication, so let's leave that...Without the Surface Symbol, the sign is simpler to read.

Surface Symbols are not needed in daily writing....
