Hello
As far as I know, this is Kyoto, isn't it?

I've tried to SignWrite it, but I cannot find the L hand shape in
SignMaker :o)
But it is almost same as Tokyo, but it is signed down instead of up.

I don't have any idea about the association... I have heard from
someone who had said that Tokyo is north due Kyoto, so Tokyo is up and
Kyoto is down, but it is what I have heard :)
(actually, Tokyo is rather east due Kyoto then north)
