[Tibeto-burman-linguistics] Correction: HL 19.3

I wanted to issue a correction-- this most recent release of *Himalayan
Linguistics <https://escholarship.org/uc/himalayanlinguistics/19/3>* is
19.3/2020, and not 19.2, which was LPEHR's inaugural issue.

Going forward, HL and LPEHR will have this kind of rotation:
X.1 Himalayan Linguistics
X.2 LPEHR
X.3 Himalayan Linguistics
