     I asked at the South African library if they had any early newspapers on
CD-ROM or in a digital format.  No luck.
     The New York Public Library has been adding lots of databases--I noticed
"Historical Newspapers Online" for the first time.  It includes Palmer's
Index to the Times of London, 1790-1905 (this used to be on CD-ROM), and also
the Times of London from 1906-1980.
     "Historical Newspapers Online" also includes The New York Times Index,
1851-1923.  "Jaywalking" wasn't there, but a few other terms yielded nice
results:
