I'll take a stab at it. Or at least at part of it.
When the sentence is one with a PN or PA, the complement comes first,
followed by the subject and the copula. (Sorry, she is.)
When the sentence contains an active verb, the active verb comes
first, followed by any objects, followed by the subject and modal.
(Face your fears, you must.)
