I've seen it used, in Ireland, to refer to Rugby Union Officials - not
players - travelling with Clubs. It's slightly pejorative, as it implies
that these guys, knowing nothing about the game, nevertheless control it.
Would Roly have seen it in context of the Rugby World Cup?
