I think any city is referred to as The City by people who live near it.
E.g., in Newark, NY (pop. ~10,000), if you say you're going to the City
to do some shopping, everyone knows you mean Rochester (30 miles away).


Or do you mean that they are referred to in print as capital-T 'The'
capital-C 'City'?
