I believe that 'London as a whole' is called "greater London".
The term "(the) City of London" always refers to the square mile area that is the financial district and the old center of L. Also called "the City".
"Central London" refers to the most urbanized areas, including the City and the neighborhoods nearby, the parts that have most of the touristy spots, hotels, and such.
