shining on

Does anyone know the derivation of the term "to shine (one) on" meaning to
feign agreement?

As in "he was just shining me on!"...meaning "he didn't really agree with
me, he just pretended"

Also, I've heard the word "shine" used as a racist term for African
Americans. Is there a connection here?
