In the very limited but strongly standardized gestural language used in scuba
diving, the circled thumb and finger mean "ok."  This is taught by a number of
international scuba certification agencies all over the world.  I have never
heard of a local substitution on the basis of taboo or ambiguity.  Could happen
tho.  I'll ask around.
