Native American English accent

If it's the same guy I heard then I was having the same thought at the same
moment.  He wasn't even a Native American, really, but had just lived a
number of years on a Chippewa reservation in northern Minnesota, which is why
it struck me so.

Do the Native American languages share key phonological features which would
effect English pronunciation in a uniform way?
