Based on experiences here in the west, I would
consider the "rude/impolite" usage to be more common
than "lacking in knowledge". "Ignorant
son-of-a-bitch" is the specific phrase that comes to
mind, although this would fit the "ignorant of the
standards of proper behavior" meaning.
