A check of the business sections of the local phone books finds under a
half-dozen "Midtown" entries each for Mpls and St Paul proper. The street
addresses are all over the place. This jibes with my nearly-native feeling
that there is no such area in either city.
One problem with the phone book approach is that businesses will often
retain their names when they relocate. Thus, while "the Midway" is an area
of St Paul known to all locals, most businesses with "Midway" in their
names are now out in the 'burbs.
And FWIW, "Uptown" is specific area of Mpls, about 30 blocks south of the
center of downtown Mpls, while "Lowertown" is corner of downtown St Paul.
