There are about 100 relevant hits on Nexis, most of them from the
Boston Herald or Globe, and several others referring to Massachusetts
or New England more generally.  The first appears to be a headline
"Flynn inflames the Staties" (Globe 1/1/89) referring to the
unpopularity of Ray Flynn, Boston mayor and then possible candidate
for Mass governor, with the Mass. State Police.
