Query: "Spanish Practices"

This article from the London Times uses the phrase "Spanish practices,"
which I can't seem to pin down.

"A CHRIS WOODHEAD-style reformer is to be appointed to overhaul standards of
policing and help to tackle ³Spanish practices² which drain resources in the
fight against crime."

A search of the Internet reveals many similar uses, usually dealing with
labor and union issues, but I cannot determine the exact meaning. Seems to
be mostly British usage. Anyone?
