'Old Spanish practice'or 'old Spanish custom' is UK a phr. used to justify a
practice, usu. in the workplace, that would otherwise be condemned,
abandoned etc. had it not been established over a long period. It seems to
have appeared in the 1930s and in my memory was especically common in
describing the many and ingenious methods of performing minimal work for
maximal pay employed by the UK print unions, involved in what was then known
as 'Fleet Street'.
