This is an interesting one. One has to be clear about which Califoria is
being referred to, of course, even tho' Alta California, Upper California
exists only as a footnote in textbooks.

The second factor is the paucity of place names that combine with upper or
lower (Upper Volta, now Burkina Faso is about the only one that comes to
mind). But of course, 'Baja' is in Spanish, and what it means in Spanish is
meaningless so far as it being used as an English language place name. There
is one, and only one Baja in English.
