Champagne Cholly (1947)

What about the name "Champagne Cholly" in itself?  There is a song
that was published in 1868 called "Champagne Charlie" which still
occasionally gets anthologized or sung.  I suppose that "Champagne
Cholly" and "Champagne Charlie" are connected, and I wonder if the
name came from the song or the song came from the name.
