"Cup of tea" = "person" (more or less) was mentioned by Random House (Web)
just recently:

Apparently there's something in  the OED.

Jonathon Green's slang dictionary includes it.

Maybe there's a little more: maybe "*little* cup of tea" is analogous to
"*tall* glass of water" (= "tall person")?
