Recovery Notes (WTC bonds)

   Mayor Giuliani said that one way to help New York City is to buy its bonds.
   "Recovery notes" have been planned in the past week.
   A check of the Dow Jones database shows many hits for Orange County in 1995, such as "Orange County in Bankruptcy: Creditors Put Crimp in Recovery Note Plan" (LA TIMES, 5-21-1995).  THE BOND BUYER, 9-3-1992, ran a story about a CT "economic recovery note program."
   The search for "recovery note" and "bond" on Dow Jones resulted in hits back only to 1991.
