Since more than the face is covered, "veiled women," would not be adequate.
And the phrase, "covered women," reminds me too much of "covered wagon."
As a "woman of color," I personally do not have a problem with the phrase; in
fact, it's a catchall for people who do not--or do not care to--fit neatly
into the already established categories (Black [Hispanic or Non-Hispanic],
White, OTHER).
