Copy of a letter from Lionel Charles Hervey, [secretary of the British embassy] at Madrid [and minister plenipotentiary ad interim], to Robert Stewart, second Marquis of Londonderry, [Secretary of State for Foreign Affairs]: Hervey encloses a list of the members of the new Spanish government. It must be considered a triumph for the constitutionalists of 1820. Morillo has resigned as captain general and has been succeeded by General Capons. San Martin has been allowed to retire as jefe politico, and Brigadier General Palarea, a member of the Cortes of 1820, of the exaltado party and a noted guerrilla leader during the Peninsular War and who played a prominent part in the events of 7 July, has been appointed as his successor.
