Gregory Clark has it, as strac/strak/strack, in Words of the Vietnam War, 1990. His def. is pretty much as Douglas Wilson explains it. The word, perhaps via those vets who have been incarcerated since their service days, has since emerged in US prison jargon, slightly changed, as stract, and meaning neat and clean in appearance and dress.  Thus:

2002 Jimmy Lerner You Got Nothing Coming 128: You wanna look stract for the Disciplinary Committee. Appearances count a lot with the warden.
