Frog in a hailstorm

A subscriber has asked me about "blink like a frog in a hailstorm",
which from a quick Google seems to be moderately well known. It's a
delightful expression. Frogs don't seem to do well weatherwise so far
as language is concerned - there's "frog strangler" as well, isn't
there, for heavy rain? Are these regional expressions in the US?
