I think the rationale is that it's a town with ethnic neighborhoods
(Bloomfield = Italian, Polish Hill = Polish, the hill district = African
American, Squirrel Hill = Jewish &c.) and therefore it's unlike relatively
"whitebread" cities like Columbus, Indianapolis &c.
