I think the point is that many people, or at least many of the people who
are talking about Bush's skeleton government, don't trust Bush and suspect
him of secretive and anti-democratic impulses.  So the conspiracy theories
of the past (which are not so paranoid when one considers, for example,
the story of Oliver North) are influencing the choice of the word
"shadow."
