No. "Transgender" refers to people who are biologically one sex but see
themselves as belonging to the other ("a woman trapped in a man's body"
or vice-versa) or who have had or plan to have sex-change operations.
Some transvestites also think of themselves as transgender, if drag is
part of their identity, as opposed to just doing it for fun on occasion.
The people you describe are called "intersexed."
