I don't know the date, but in Crockett Johnson's comic strip "Barnaby",
ca. WW2 and probably a bit earlier, the leprechaun (or something
similar) Mr. O'Malley is a member of the Gnomes, Elves, and Little Men's
Chowder and Marching Society. I may have the name slightly off, but it
definitely ends with the target phrase.
