M-W has 1930.  OED has 1944.

Using Ancestry.com, from the Washington Post, March 30, 1924. Page 8, col.
3;

     <<A hand lever connecting with the entire system serves as a parking
brake.  >>

An article about the "Flint Forty" auto.

"Emergency brake" has an application in train terminology and so goes back
to the 19th Century. I found an antedate of 1891 for that train use to
supplement the m-w 1900 cite.
