no, he/i didn't.  jacques barzun made up (or, more likely, quoted)

no.  it's an example sentence.  it could have been "Napoleon's
victory at Waterloo..." or "O'Grady's victory at Waterloo..."
or any number of other things.

i could also cite beethoven's composition of "Wellingtons Sieg,
oder die Schlacht bei Vittoria" in 1813, which made him a
prominent supporter of the future george IV.
