The -s is optional because we have two words, SAVING and SAVINGS.

Every October, we revert to Daylight Losing Time, which could never be
*Daylight Losings Time because LOSINGS, if possible at all, is limited to
environments having to do with games, esp. gambling (?His losings were
considerable).   There are SAVINGS BANKS but not LOSINGS BANKS).
