This is certainly a literal usage of the words "cold" and "war," referring
to the 1939-40 Winter War between the Soviets and the Finns. It was a real
war fought in the chill of winter, not a "cold war." The use of the term in
this way, though shows that "cold war" was not a widely used term in 1940.
Otherwise, the Times would have chosen a different phrasing.
