"TIGER, noun #2: (mid 19C - 1900s): (US) a for of college cheer, esp.
in phr. 'three cheers and a tiger', the three usual 'hip-hip-hoorays'
plus a long-drawn-out shriek, often of the word 'tiger'."

   "Three times three" (in "three times three a tiger") evidently
means three times the normal number of "hip-hip-hoorays."
