Latin "c"

I seem to recall some of the evidence--possibly cited by
Sturtevant--for the velar-stop quality of Latin "c" was the form of
loanwords from Latin into e.g. Germanic like "Kaiser" (< Caesar), and
the unlikelihood of a [s]>[k] phonetic change, as opposed to wee-kay
wersa.
