no.  universal and "free choice" _any_ occur freely outside
negative/interrogative/conditional/etc. environments:

   Anyone can whistle.
   Barbara gets in free; anyone else has to pay $25.
   Pick anyone in the group on the left and dance with them.
   Anyone who takes that idea seriously is a fool.
