        The Orphan Drug Act, Public Law No. 97-414, became law on January 4, 1983.  Science magazine, in its July 30, 1982, issue, ran a brief notice that the University of Michigan would host a symposium titled "Orphan Drugs and Orphan Diseases:  Public Policy and Clinical Realities" on September 27 - 29.  That's the earliest mention in Science, though there are probably earlier references in medical journals like JAMA.
