I think the comma does or doesn't appear according to the writer's intent.
When there, it creates a pause that gives a little added emphasis to what
follows. It's like a breath mark.  The flow is there, the *connection* is
there, but there's a little wave in it.
I suppose you might find it less appropriate in straight news reporting
than in commentary.
