 I think this started out as a tailoring /haberdashery term and referred
more to men's clothing than to women's busts. Its use to describe a dashing
male figure fits this idea. Its application to women's figures came later.
36-inch wide cotton yard goods were standard offerings for decades, but I
never heard "perfect 36" used in that connection.
