Scots say it all the time.

NODE says:
 dialect (chiefly Scottish) form of ah.
Ach, well, win some lose some.

But there's also _och_:

Scottish and Irish  used to express a range of emotions, typically
surprise, regret, or disbelief
Och, you're kidding.
